you would have to pass those same "emissions" regardless of engine displacement though right? you already have a rebuilt sbc 355. New heads and you have an engine that can produce much more power. Im not sure I follow how you think you need to replace the motor for smog testing? as others have mentioned if its your exhaust system that cant be changed your engines compression ratio and or displacement wont matter much because the exhaust will be the power bottleneck preventing the engine from breathing and making more power...
In that case,
rear end gears is good place to start and a 4 speed trans will give you the benefits from the new rear gears without the high rpm tradeoff at highway speeds.

Why not though? Im making 400 now with a cast steel, flat top, shortblock 355 with a mild cam and better flowing 64cc heads to boost the compression to 10 to1. You can build an engine to make 400hp at lower rpms vs needing forged internals that rev to 6500rpm. We dont know what pistons he has now but as Reelav8r can atest to you can still make decent HP with the dished pistons and good matched heads. It doesnt have to cost a fortune either. I just replaced my old dart heads with some generic AT racing aluminum casting I bought for $300 for the pair, At about $700 assembled and ported for the pair I noticed a large increase in performance with these alone vs the iron dart heads I had. you can buy these chinese heads assembled by AFR and sold as the enforcer line for a pretty reasonable price too.
