That sounds a little low for a grade 8. It's a 1/2 -20 bolt- 80-90 ft/lb is where I would set them to There is no load on it though, it's just holding the anchor in place. A new lock tab should be used, as shown in your picture. The ears bent up against the bolt head to hold it from backing out. If the original bolt was not used the head thickness should be cut thinner. That is an original looking bolt head in the picture and it's below the line of the shoes
