Default another carpet install ?
How clean does the floorpan etc. need to be before glueing the insul. mat down, eat off clean?

That depends. Mine didn't have any rust so I just used spray adhesive and put it down. First, I would get all of the loose stuff off and then undercoat it if you have a rust problem

As long as the surface is smooth and clean enough to bond to. BUT, why not do an excellent job "while you're there"?
