Default Car running weak when cold outside

So I've noticed my car is not running like it should it runs weaker the colder the weather is and much better when warmer outside even when the engine temp is 180 f in both conditions I've never had this problem with any of my other cars normally its the opposite
the motors got a quadrajet on it for the carb im thinking it could be a carb issue but second opinions would be appreciated

Please define "weaker".
Running rough, as in rough idle or missing?
difficult to keep running without throttle input?
Poor acceleration, lack of power?
other???

Better definition of the problem will yield good suggestions from the very knowledgeable folks on here.

Is the heat riser valve working properly? Located at the exit of the passenger side exhaust manifold.

By weak I mean when I stick it to the floor it doesn't wanna go it wants to stall but only sometimes like I said it is running much
better when it's hot out even when the motor is warmed up in both condition

Secondaries will not open until engine warms up.
choke is still partially closed as well perhaps.

Are you comparing it's performance to a fuel injected car?
the water temp does not necessarily reflect if the rest of the engine is warm or not yet.

does it have a "stutter" when light accel?

The only stutter it's got is if I get on it pretty good when it's not warmed up all the way and it acts like it wants to loose fire for a sec
