I installed the hardline, it's tight threads still showing and I am able to turn the neck by hand it's a little snug, but not sure if that neck part of it should be rock solid with no movement.
Unless it's some kind of lined swivel that's designed to turn (ptfe lined or something) then no it shouldn't turn once tightened. The cone surfaces on both parts should be tight against each other and not going anywhere.
Possible that the threads are buggered up (not bottomed out)?
A drop or two of oil on the thread and mating surfaces to help everything slide and about a turn or turn and a half for a #6 AN after it seats should be tight.

I unscrewed it, and found I did not push the brass piece forward, it prevented it from mating.
