Default Wiring Hack, need expert advice

This is a 1974 4-speed. Bubba spliced a couple of wires under the dash in the area of the parking brake release. It looks like a purple and white spliced to a green and black. These are large gauge wires. I've attached a pic. If anyone has an idea what this is, why it might have been done, how to correct etc., please let me know. I just got the car running. There are some electrical issues with the turn signals and emergency flashers that I believe are unrelated. Basically there were a lot of things missing on the car, I'm trying to make it whole again. Thanks in advance.

Those two wires goes to the seat belt starter interlock relay.

Thank you very much! I did not know about the 74 only seatbelt interlock until I read your post.
