Can't find this in the AIM diagram. A plug with it appears to be P
ink & Light green wires on it !
Not sure where that is but it looks like the reverse lamp wiring.
I know that because my ‘68
had no reverse lamps either because…. That wire was hanging in the breeze too. The guy doing the partial restoration neglected to reinstall the switch under the car.
that wire comes through where the tach cable goes thru the firewall hanging just below that.
I’ll look in the AIM and repost…
ok here are your two pages your looking for…
page 260, upc 12 B6
and page 267, upc 12 C3
* reading back thru I see this is in the center console area (?) then yes that would be the flashers connector which is the same as the backup lamps.
My 68 doesn't have backup lights either. Now that I have an easy connection for them I may get one of them License Plate frames with backup lights "surround".....

That's curious...I wonder if some 68's were initially built that way or some got changed over the years? Did they go to the BL's in the brake light assembly early on? Mine was built in mid August of 1968 and has the separate lights under the rear bumpers.

As far as I can tell, backup lights (previously RPO T86) became standard equipment in 1965 for Corvettes. I believe in '66, all GM lines got standard reverse lights, either due to mandatory regulations in place or those about to be.
Edit: Found the following on a lawyer website (so don't now how accurate):

1947 The first padded dashboard is built by American Tucker
1949 The Saab 92 is the first car produced with a safety cage
1949 The Chrysler Crown Imperial is the first car to include standard disc brakes
1958 The UN establishes the World Forum for Harmonization of Vehicle Regulations, to advance auto safety through a body of international standards
1959 Volvo introduces the first 3-point seat belt as standard, forever changing safety features in cars
1964 Front outboard lap belts become required
1964 Volvo introduces the first rear-facing child safety seat (RFCSS)
1966 padded dashboards, front and rear outboard lap belts and white reverse lights become mandatory
1966 The U.S. Department of Transportation and the National Transportation Safety Board are founded
1967 Major fleet purchasers encourage a number of safety features to be voluntarily installed in new vehicles
1968 The first Federal Motor Vehicle Safety Standards are established, making collapsible steering columns, side marker lights and front-seat shoulder belts mandatory in all vehicles
1969 Front outboard head restraints (or headrests) become mandatory in order to reduce the severity of whiplash
1970 Ford offers a rear-wheel Anti-Lock Brake system on the Lincoln Continental
1974 General Motors offers optional driver and passenger airbags
1979 The NHTSA begins crash-testing and publishing results
1984 New York passes the first seat-belt law
1986 Third brake lights become standard
1994 Crash-tests become mandatory for all vehicles
1995 Maine becomes the 49th state to pass a seat belt law covering all occupants; New Hampshire remains the only state that hasn’t passed a law requiring adults to wear a safety belt

it’s probably a good bet that since ‘68 was the only C3 year with the back up lamps under the bumpers replacement panels weren’t made for it. Rather made to favor the numbers which would be the ‘68-‘73 years. If the ‘68 panels are available now it’s probably only been in recent years.
His was probably replaced after a fender bender many years ago with the only panel option available at the time.
Very interesting....I just noticed my 68 has the rectangular cut outs for the exhaust and no back-up lights. Just one more strange thing about this car !!!! I will crawl under to see if the wires are are there in the rear !

Rectangular cutouts says a ‘70-‘72 pan was installed . Either live with no backup lamps, install the correct pan or install ‘69 lamps that incorporate the backup lamps. It’d be a pain but I’d be inclined to install the correct pan.
Most prefer the ‘69 over the ‘68 but with I prefer it for all its one year only quirks .

Some PO changed out the rear panels on my 68 when side pipes added-no back up lights now. I guess I' m in violation of federal law. I was thinking of adding 69 stye lights but since I don't drive this vehicle at night this task has slipped way low in priority.
Not mandatory on a 1968.
Are reverse lights required by DOT?
(a) Every motor vehicle, other than a motorcycle, of a type subject to registration and manufactured on and after January 1, 1969, shall be equipped with one or more backup lamps either separately or in combination with another lamp. Any vehicle may be equipped with backup lamps.
