The open port is the exhaust port...
When you slide the Hot/Cold lever to Cold vacuum is sent via white vacuum line to the inline heater hose shutoff water valve, closing the valve. When you slide the Hot/Cold lever back to Hot the trapped energy in the circuit (Vacuum) needs a path to escape so the inline heater hose shutoff valve can change state, open.

Okay great I think I might have just found the problem everyone has told me about the three hoses going through the firewall through the rubber grommet. I'm attaching a picture the white line goes to the plunger inside but on the outside of the firewall in the engine compartment it is missing so that vacuum line is completely gone. I just need now to know where I should run it from?

The vacuum line that goes to the white hose inside is missing in the engine compartment I need to know where to run the line from

Well it seems as though somebody removed the heater control valve. So I pushed the plunger in with a piece of plastic between it and I'm getting nothing but hot through the vents. No cold at all and correct pressure. For some reason the cold air will not come into the car.

Still getting nothing but hot air when the AC is running. Could this be a blend door problem?

The Black vacuum line at the vacuum switch also feeds the function control vacuum switch ie. MAX AC. NORM AC, VENT, HTR, DEF., follow the diagram in post #4.
When you slide the lever to Cold and the plunger is pushed in Vacuum is passing through the switch out the White line.
Because your White line is not connected to anything (A Major Vacuum Leak) there is not "ANY" or not sending a sufficient amount of vacuum to the function control vacuum switch.
Take the clear rubber vacuum connector OFF the vacuum switch (black & white lines) and plug the black line with a golf tee, then see if you get blower air to other areas.

Honestly, if I thought troubleshooting your vacuum issue over the phone would be easier I would have no problem receiving a phone call from you.

That would just be so much easier my number is 772-626-4934 my name is Daryl.. the original issue with this car was the air had some leaks in it and would not blow on high but used to blow cold. The mechanic put a new compressor and dryer in it and fixed one of the vacuum plenum behind the fender. After I got it back it never blew cold again even with a new compressor and dryer. He was going to take it back in and believed it was the blend door that wasn't opening to let the cold air in
