Blowing 20 amp fuse
All I did was move some wires out of the way, so I could check fuses because hazards never worked. I did have some electrical work done in that area over 20 years ago, but I can not find any breaks in the wires, what is that fuse for, its the top fuse where my hand is. Clk and courtesy

I think the Clk, Ltr, Ctsy circuit does the clock, the courtesy lights, and the cigarette lighter. It also looks like someone added a blue crimped red wire to the "bat" terminal spade, so your problem may lie there (I think that the hot lead is also fed by that fuse, but ring it out to be sure).

It's a 1974.. I found a bare wire that I am guessing it was hitting the clutch pedal. Once I taped it up, and it stopped blowing the fuse, I know the guy that was doing electrical work was under there, also in 1989 I had an alarm installed, I removed a relay and linked fuse, and suddenly my headlight , emergency light and seatbelt lights are now functioning... I haven't started the car, but should the seatbelt light stay on or go out when the engine is running, it will crank, I just got no gas in it to start.. also should there be some kind of flasher in the fuse block??

If your interlock system is intact then you need to buckle up for the light to go out.
Yes I do see that flasher.. I probably need to replace it as the flashers never worked.. I found 2 connectors that were not hooked up, one is next to the hood latch handle, and the other is where the console was, at the very rear.. I have no clue why they are disconnected or what they are for.
