While installing the A/C Evap core housing I came across this bracket and what looks like some sort of ground strap. Hoping someone here can shed some light on thie miraculous discovery.

Agreed, the little L shaped bracket is for your ignition shielding. Which is clearly missing in this photo. The French lock is not a ground strap but is clearly installed so incorrectly that it's obvious the previous mechanic had no clue of it's purpose. The other hole on that lock that's hanging out should be on the other bolt of that exhaust port. Then the ears are bent up against the head of the bolt to prevent the bolt from backing out under heat and vibration.

The support shown is a front support not a RH rear support, unless it is bent enough to look like a front support.
Don't think that's even possible?
The ignition shielding support(s) rears are the same both LH & RH
The ignition shielding support(s) fronts are different between LH & RH sides...

To use the French locks correctly, do not over torque the bolts. I usually put a touch of grease on the shoulder of the bolt to lubricate it so it does not grab the lock and twist it. Once the exhaust heats up, the grease will burn off. You can use the grease trick on the rear half shafts on the outbound sides of the car. Two locks are on each side on the trailing arms. Jerry
It appears I have the French locks on the front and rear bolt set on the driver side and the rear bolt set on the passenger side. Is this correct or did they come on all 6 sets of bolts?
What should these bolts be torqued to when the french locks are installed?
