The spring is OK being flat across -- what's more important is how the suspension aligns the axle half-shafts. They should be horizontal when the car is sitting level from side to side. So, in this case they look good.
Looks like this car may need the spring hanger rubber bushings at the wheel ends changed out. If you are thinking the rear is sitting too low, new bushings will raise it a tad.

My guess would be yes. Have you been able to drive it yet?
I have not taken it on the road, no. Kind of reluctant to do so, as it's needing a rear bumper, and the engine does need some tuning.
However, the seller DID, shortly before he brought it up to me, andhere's the video(was quite exciting for me to watch)

Those brackets look like pieces to an old school traction bar. I agree, get rid of them. Before you start, thoroughly soak the bolts in Kroil or Bead Blaster for a few days. Go slowly, you don't want to snap off the differential ears. Jerry

Remove the left and right spring bolts first.
When reinstalling the differential center bolts, you must get all 4 bolts finger tight then go 1/2 turn on each one until correctly torqued or you can snap off the differential cover.
Then replace the outer bolts and new cushions.

Ahhh... My father used to have a 63 Split aound 65-67 with 4:11 cogs. It was a 300hp, I believe He traded it for a Chevy truck and 2 Harley Sportsters. How's that equate today?

While that lower spring bracket is not "stock", it doesn't appear to have any functional problem....nor does the spring. If the spring is "squeaky" when driving or if you hear other "noises" from it, the separator sheets may be shot and some lube might help.
No real reason to swap to a mono-spring, unless you feel the urge.
