Can somebody help me out and tell me what this small metal rod is for on the left side (cruise and tilt control side) on my 81’s steering column. Should it be connected to the plastic piece/switch directly below it?

That rod indeed hooks to the switch, it's attached at the top to the key cylinder so when you turn the key to on/ start or acc you activate that switch at the bottom to get pow and start the engine
