Some one might know, I did post but I misread ch for ce and thought it was a post 68 crate engine from gm.

The number doesn't look right for a CE engine. From what I know of CE engines the CE should be followed by 6 numbers or 6 numbers and one letter, but not 7 numbers?
Typically CE engine serial numbers are 6 digit, the first for the year of manufacture and then 5 for the sequential build number. Engines from Flint were numbered 20,000 through 49,999 and Tonawanda CE engines were numbered 50,000 through 79,999. Once they got to the end of the first series of numbers they would start over with a letter prefix.
Since all big blocks came from Tonawanda, a 454 CE engine would be numbered CE for Chevrolet Engine, 3 for 1973 (or 0 for 70, 1 for 71 and so on) and then 50000-79,999 (such as CE359726 or CE366201). Once they got to CE379,999 at Tonawanda the next CE engine built would be numbered CE3A50000.
A picture of the OP's stamp pad would be helpful.
