I'll bet the OP is missing all of the hot air choke tubes/pieces, too, and we're assuming he has the original GM intake manifold with the hot air provision...

Thank you guys so much for all your help. For now my plan is to get the electric choke I’m gonna find a key on hot wire and tap into that or just run to the fuse box. And then for my carb situation the small performer runs okay for now. I have a whole list of other parts that I must fix first and restore. Then I will come and get a carb.
