Now that we know your headlights are flickering check the grounds for the main wirinbg harness in the cabin. THe Headlights switch has to be grounded in a few spots as well as the wiper switch and relay. THe relay maybe grounded through the harness which grounds to the birdcage near the drivers side footwell above the hood release on my car...yours maybe similar
I put the old headlight switch on and the flickering stopped so I took apart the air side of the switch and the seal was dry. I put some o-ring lube on the seal and it vacuum tested good. I should have done that before order the junk replacement. I will check ground connections next for the wiper system. Haven’t been able to test drive the car yet.

The headlight switch is grounded at the switch itself- only to operate the courtesy lights. The only other ground for the headlights is at the front of the car-
A loose ground on the headlights usually causes funky issues- not turning off the headlights off and on.
The headlights will "see" a ground through the other bulbs- lights will be dim- the turnsignal indicator will light in the dash etc-
