My turn signals quit working so I got up under the dash on the right side to pull the flasher, and found it had a capacitor bridging the two terminals and jammed into the socket. This seems odd to me, and I don't have a way to test capacitance. Do I need the capacitor or can I just replace the flasher?

That capacitor has long passed it's service life!!!
It was used to suppress noise in the radio- as the opening and closing of the contacts in the flasher emitted RFI ( Radio Frequency Interference).
Most noticeable on AM- not so much on FM.
