They should but 74 was a changeover year.

69-73 Corvettes all used the same wiper arms with a brass tube for the wet arm windshield washer system, held onto the arms with 3 or 4 plastic clips. At the start of 74 production the same arms as were used from 69-73, with the brass washer tubes, were used. At some point during 74 the wiper arms with brass washer tubes were replaced by a new arm that had a rubber washer hose the length of the arm, in place of the brass tubes.

If you're worrying about being 100% correct for shows or originality then you'll want to make sure the 74 arms are the first design with the brass tubes, but if you just want a serviceable wiper arm then the later arms with the rubber washer hose will work just fine. The geometry of all 69-82 wiper arms is the same.

Yes, '69-'82 arms will fit. Any difference encountered will be with the washer nozzle design. '74 is a split year where early ones had the same washer design as '69-'73 while later '74 was in place through '82.

I used ones from a 74 on my 72 before getting the "correct" ones and they worked fine.

The early design was easy to spot as they had the angle adjustment screw on the side rather than a rivet. They kept using them in 73 probably until they ran through stock. (Service replacements were the later ones, a little harder to get the wiper door set up but functional....)
