Hi,
The headlights on my 71 C3 are stuck in the open position.
There is no vacuum to the headlight relays.
I have traced and checked the vacuum hoses in the engine compartment, they are in good condition (replaced about ten years ago) and have tight connections.
The override switch under the dash has no affect.
Where do I go from here?

Lay on your back. Slide your head under the front of your car. Reach up and grab the linkage about in the middle near the adjuster bolt. Pull. Headlights will come down.
Then. check your vacuum system. Do you have vacuum to the override switch? This one is easy to reach. Did a vacuum line come off the headlight switch?
No vacuum to the small line on top of the relays is headlights up. Vacuum to the small line on the top of the relays is headlights down. Do you have vacuum to the HVAC system?
