72 Rear bumper hardware

For the 72 rear bumper AIM sheet it shows attaching the brackets to the frame using one bolt two special washers and a nut for each side.
However, there are two fastener slots on each side. The AIM does not show any hardware stack up for the rear slot, shows only hardware in the front slot. Can anyone clarify this? Is there supposed to be hardware in the rear slot also? If so, what is the stack up?

There is two sets of bolts the AIM doesn't really show it on the second set. Buildup is the same on both

You will also have a round brace rod going to the corner of the bumper above the marker light (unless it's a really early 72)

Thanks for the pictures the AIM is never clear on hardware quantity
