My right headlight will not open when I turn the lights on. If I open it manually it will close when I turn the lights off. I looked at the vacuum hoses. They seem ok. Does this mean the actuator is bad? Any help is appreciated.

I don't want to sound like a dolt. But where is the relay located? How would I test it? The vacuum hoses sucked air when I unplugged them to check them.

When you say it opens manually do you mean by hand?
It might be what I just fixed this weekend. The seal
on my actuator was bad. It would go down but not up.
Easy fix but some work to get the actuator out/in.
The relays are on the underside of the body just forward
of the hood center. They have three hoses each attached
to them.

It sounds like you and I have the same problem. The relays seem ok. I checked the hoses connections to the relays. They were fine. When I pulled the over ride switch beneath the dash only one light would open. How did you fix your problem?
You can test the actuator using the Bubba method by simply sucking on the green hose to the actuator. If air comes through you have a blown or loose seal on the lift side. It also may be good for some interesting comments from onlookers :D
I also bought a new check valve which turns out needed replacement. On my 82 it is located on the vacuum hose coming off the intake.
