Default 69 tail light attachment config

Working on the tail lights. My primary reason for posting is to clarify the attachment config..which on my car is consistent across all four lights but nothing like the AIM. Per p291 of the 69 AIM (see attached)...the studs with the harness securing loop on them should have (from housing out...meaning rear to front of car) "washer-nut-harness loop-washer-nut". All four of mine go "harness loop-nut". And for the studs with the ground the AIM says "washer-nut-ground-washer-nut" and all four of mine go "nut-ground-nut". Sooo...the question is...was my car assembled late on a friday afternoon....or did a Bubba PO get lazy when putting back together...which I could understand but the consistency would be unusual for Bubba. The car was painted at some point in it's life from Cortez Silver to Cliche Corvette Red...by someone too lazy to remove the taillight housings. So if they were not removed then...why would they have been removed at another time with reattachment being 100% consistently different than the AIM? Anyone with a survivor can chime in with the config on their car? Mine was late Oct build fyi. Maybe line workers too excited for Halloween? Bottom line is I guess I would want to end up with the AIM config...but...??
