Was hoping someone would know what these attachment points backets are uesed for? the 2-middle clips? and the two on the bottom (Prong type bracket)?

Not sure about the metal clips in the middle of the panel -- probably for wiring -- my '72 doesn't have these as the panel is slightly different with the map pocket attachements. The two-prong at the bottom holds a flasher for turn signals.
I have a 1968 C3 as well and the clips were likely there to hold a wiring harness. The prong on the bottom seems a little unusual and I don't recall what it was for. I don't have that bracket on my dash pad,maybe you have A/C or some accessory that my car did not come with.
Do you have a copy of the AIM (Assembly Instruction Manual)? This book has the assembly procedures in it showing where the parts all go. If I can put my hands on a copy of the 1968 AIM I could tell you exactly what those clips were for. You can get a copy of the 1968 AIM from Rockauto for less than $25 for a DVD or a USB version of the AIM.

My 68 does not have a/c either...It turns out the prong like bracket was to hold the flasher... Still not sure what the 2- clips were for.? Perhaps wiring? or i was thinking maybe the freah air side kick vent cable, which is just hanging in the air? Let me know what you see in your . Thanks again for the help
