Check the end play on the crankshaft by prying the flex plate away from the back of the engine, and then back towards, and see how much it moves. Too much end play could definitely cause the ring gear to hit the starter especially with an automatic trans because the converter is always pushing the crank forward.
Should be, (or should not be) a small threaded hole in the block for the bracket.
The used one I bought off EBay had a slot on the bottom for any adjustment or play.
That bracket is not only a starter support, but also a helpful, additional GRD.
