Hamill 1968

38 C 67

Hamill was the belt manufacturer, 1968 is the model year the belt was made for.
No help here on model. The '67 and '70-'72 judging guides pics show models "C 10" and "C 13" respectively.
Manufacturing date: 38 is the week of the year; C is the production line; 67 is the year.
I don't know of a seat belt specific guide, but each NCRS judging guide will tell the year to year differences. If you were to post pics of the buckle catch and tag for each I'm sure we could accurately identify the belts.
Now that I've gone out and looked at my cars:
the '67 coupe has C10;
the '72 t-top has C15 on the lap belt and C25 on the shoulder belt. (Two separate belts that buckle together.)

A quick internet search for a Hamill 131 seat belt shows a reference to it being the rear seat lap belt for a 1968 Camaro.
