What holds the horn button emblem retainer to the horn button cap?

The cap should have little stubs that fit in the holes. You flatten the stubs like rivets.

On the backside of the horn button are 3 pins that are designed to be peened over once you place the emblem and the retainer in the proper position.

This is an easy process and glue is not necessary.

The spacer(s) are they just used to set the clearance between the tele lock ring and the horn button?

I assume when you say "spacers" you are referring to the 563112 shim(s). Yes, these shims are used to set the clearance between the horn button and the tele- lock lever. You can use 1, 2 or 3 shims, as needed.

The 82 CE horn button is a solid with the CE emblem on top. I've seen the one you mention for other 82's but not the CE horn button. hope that mad any sense on how I explained it..
