I just figured the easiest way to put water pump belt on take off fan then water pump pulley put belt on to the groove it belongs to on crank pulley and move belt forward to water pump next put on pulley and put the nuts about a 1/4 inch now with a screw driver you can flip belt partially into groove working from passenger side now with left hand hold belt into groove then take a larger screwdriver and turn pulley over using the nuts on pulley so you don’t damage the threads it goes right on. Hope this helps you guys that are running with out that belt. Dan
Cool, I also have a C3. There are 2 belts that go over my water pump. I do not need to remove my fan to replace either of them.

I got tired of playing with the old fan belts and got rid of them in favor of a serpentine belt conversion. One belt and no slipping/squealing from the loose belts. I have no AC but do have power steering, alternator and water pump and all are driven by the serpentine belt. The serpentine belt allows you more room in the front of the engine compartment behind the radiator.
I still remember buying the "matched belts" to use on my Brothers Merkur with its turbocharged Pinto engine. It was such a PIA top put them on and then one starts squealing a few days later. In an effort to make life easier we just used one belt in place of the pair.
