The sock grommet should just twist off but is probably corroded to the pickup tube. If you're reaching down through the filler neck maybe a pair of pliers to wiggle the sock off. Your only other option may be to remove the sender and sock to get more leverage on it.
The one that was on the pickup tube had a plastic clamp on it that I had to pop loose before removing the sock. I installed a piece of HolleyHydra-Mat thru the hole in the bottom of the 1968 C3's fuel tank and it was "tight" to say the least. I rolled it up and secured it with a tie strap to get it installed safely, then cut the tie wrap and pull it out of the fuel tank.
Be careful for any sharp edges down inside the fuel tank as they can really cut you up if you are not careful.
I like to be sure that the fuel tank is grounded while I am working on it. Static electricity can ignite gas fumes when they build up inside the fuel tank. I use an older electronic Grounding strap and connect it to a good ground on the fuel tank and then get to work.

FWIW , I found 3 ends left on the steel tubing that were pushed up the pipe and a nice newish one on the end when I opened a 69 tank many years ago. Someone found an easy way to make room I suppose .
