Timing Gear Mis-Alignment!
It's obviously a high-end sprocket with all the markings. It allows cam timing in two-degree increments both in advance & retarded options.
If you can afford that timing set, you should know how to set it up.

The outer set of letters on the crank sprocket correspond to the "dot"
The inner set correspond to the keyway.
"IF" this guy desired a "0" or straight up cam installation, the red lines would be correct, and then the keyway would point to approximately 2 o'clock.
The current setup is 3 "links" off from the above cam setting.
Meaning rotate the crank to the right, and reset the chain.
By reading the letters on the outer ring, that line up with the current dot, this cam is currently set at 3* retarded.
Now whether that is what the builder intended, who knows.
I would never use one of these without confirming actual cam timing events with a degree wheel.
Some cams are ground straight-up, but most are ground 4* advanced. And sometimes they are just off spec.
My build was 1.5* off spec when dialed in with a degree wheel. This is how you adjust that sort of tolerance stack-up.
My builder also sets them at exactly his "desired" or ~1/2* advanced, from "desired", to allow for chain stretch, as the motor settles in.
And his "desired" timing may or may not be the 4* the cam co ground in.
