As said above that plug does connect to the combination/proportioning valve. It's a ground control circuit for the "Brake" indicator light, the ignition switch also grounds that circuit in the crank position for a bulb check. The other indicator lights illuminate in the ignition switch run position/engine not running only because conditions haven't been met to turn them off. But that unplugged connector is not the cause of the indicator lights not illuminating upon start.
I tend to agree that it looks as though it could be the connector for the brake proportioning valve. Controls the brake warning switch. As do 2 other things.
What did you unplug it from?
Did it just magicly unplug itself?
How did that connector get up there? Is this where you found it?

Why did you let someone else work on your car! No one loves your car as much as you do!
Ask that person you paid to damage your brakes where he or she unhooked this wire.

The OP also posted the same thread in the general section also in which you went into a little more detail that he brought the car to a shop to do the brakes and some bozo disconnected that wire because he could not get the brake light to turn off.
We just had the brakes done and the brake light would not turn off. The tech unplugged the cable I took a photo of. I put the plug in that position to take a photo of it. I hope this helps.
