Driver side Headlight Door pops up at 2800 -3000 RPM. Went through hoses, connections, etc... cannot find any leaks. No leaks under the dash with bypass that I can determine. Has anybody had this issue in particular?

You have two vacuum relays for the doors. Switch them and see if the passenger side starts to open.

you may be getting close to 0 manifold vacuum so you no longer have a higher vacuum to make up for the leak you have. Like MelWff said you can use the other actuator as a test. JUst run the hoses to the other actuator relay and see if the leak goes away. Could be an old hose is swollen and doesnt seal well or the actuator relay has failed...its common. The early models only used only one relay so you could tee off of one until a new one arrives. FYI the new ones will fail inside of a year...maybe as little as 3 months. Mine did
Remember, it's the vacuum that holds the headlight doors and the wiper door CLOSED.
That's why when you pull either or both of the pull down switches directly under the steering column the headlight doors and/or wiper door fly open.
The round black **** between the switches stops the wipers on the windshield so you can service the wiper blades

In this situation, vacuum drops when accelerating. Headlights open. This is a bad vacuum check valve on the intake manifold near the distributor. Also likely vacuum leaks in the vacuum relays.
