My guess is the spring / clip and that moves the chrome flat handle back is broken or bent. You will most likely have to remove the entire chrome handle assembly. I don’t believe the problem has any connection to arm travel. You could check the Chevrolet Service Manual and see if there is any reference to your problem.

There is no adjustment, something is broken in the assembly. Remove the 3 screws at the end of door to drop the latch, you probably will have to disconnect a rod, then you can reach in and remove the two nuts holding the handle to the door.

Yeah, but that's pretty much the opposite of how they usually look. I'm thinking the spring broke (super common) and someone put in one of those V springs. Unfortunately the only fix is to replace the handle assembly if you are not up on making your own springs to replace broken ones.

This was my first thought when I saw the picture. The handle is designed to sit flush, but with use and age the small coil spring that holds the handle up gets weak and/or breaks causing the handle to sag. Since replacing the handle is no fun, someone came up with a simple helper spring that can be (not easily) inserted under the handle to hold it up. It appears someone tried using a helper spring in your handle and it must not be positioned properly, causing the handle to sit up. I have no idea how you would ever get the helper spring out to reposition it.

To give you an idea of what the helper spring looks like, here's a link to one.

This is about your only real option I'm afraid.

follow up - The spring was good, there are 2 tabs that are molded into the door handle. Those keep the handle from going above the plane. Both of mine were broken off. Replaced with a new door handle. Rear nut is a pita to get to but doable. Long handle magnetic retriever will be your friend on this one.
