I'm having trouble starting a '69 with a 4MV carb when cold. I attempted to do a choke adjustment but the rod appears to be too short. I pushed the rod down while the choke valve is closed and the end of the rod is nowhere near the hole. Per the Chassis Service Manual the end of the rod should be at bottom of the hole when pushed down all the way. Any thoughts?

Yes, but the choke valve doesn't close all the way. The second picture shows it in the "closed" position. Here's the same picture with a red arrow showing the direction towards closed. I don't understand your second question.

You have to determine what's preventing the choke from closing.
Are you fully opening the throttle before closing the choke?
I pushed the rod down all the way until it bottomed out.. The diagram doesn't show the rod all the way down when checking that the rod end is at the bottom of the hole.

You’re saying the throttle has to be WOT and then released to get the choke closed?
For the cold start I depress the gas pedal once and release. That’s what the owners manual states. But that isn’t working so I end up pumping the pedal several times and key the key.. After several attempts it’ll start.

No, I'm saying to adjust the choke hold the throttle open and then completely close the choke otherwise the fast idle cam maybe preventing you from completing closing the choke.
The pulloff is working. When I applied a vacuum it attempted to open the choke valve but it only made contact and it wasn't able to move the plate. When I removed the vacuum it retracted. I was holding the iPhone in one hand while trying to operate the vacuum / syringe so the video is shaky. Should the pulloff rod be in contact with the vertical piece or closer? See the red circle in the picture.
Previously you stated you couldn't get the choke plate to fully close and the rod wouldn't line up below the hole.
Have you gotten the choke to completely close?

I bent the linkage (metal tab with red vertical line in picture) back toward the choke rod linkage which helped a lot. The car now starts much easier with only two initial pumps of gas pedal. This is allowing the pull-off to engage sooner. This youtube video gave me the big clue on adjusted the choke.
