Not a carburetor guru by any stretch, but it seems strange that if I take the throttle linkage and crank it fully open, it’s stuck in that position with my hands off it until I release it manually.. is there something I don’t understand?

Have you checked to see if the linkage is catching or binding when it's cycled?

The Holley 6210 is a direct replacement for a Q-jet.
Have you looked at the 6210 Installation instructions?
Something there might give you a hint.

yeah, it’s of course geared toward putting it onto a manifold, so didn’t see anything, but I’ll take another look: thx
The return spring can be clearly seen on the driver's side of the carburetor on the secondary throttle shaft.
Since you have the primary side also wide open the secondary will be wide open.
You can disconnect the linkage rod to see which side, primary or secondary is the problem.
