Here is what I see using a 1980 diagram...
You will NOT see a full 12vdc at the INST LPS 7.5 amp fuse unless the Rheostat is turned full CW (Bright)
As you turn the Rheostat left (Dim) your voltage will also drop at the INST LPS fuse...
More voltage Brighter Lamps, Lower voltage Dimmer Lamps...
