Shifter Won't Move

Shifter Won't Move
My shifter won't move very far after a drive. It is sitting in park, and with the key in the on position, it will move just a bit, but not far enough to get into reverse. It has happened before, and after I monkeyed with it for a while, it worked fine. But I'm not sure what I did to make it work. The cable is NOT frozen, but I can't figure this out. I know this is a crappy description, but I don't know how else to explain it. Feel free to ask any questions.

Update: Again, not sure what happened but it moves freely now. Still wouldn't start, so I bypassed the NSS and it started right up. I may have to disconnect the cable to the transmission from the column, the bracket is pulled away from the firewall and I'm not sure how to get to the bolt that holds it to the firewall.
