I have a 69 and the headlights are stuck up (they are not hooked up to the vaccum lines) is there anyway to get underneath the headlight and pull it down? thanks

Yes there is... look underneath the headlight assembly and find where the actuator pushrod connects to the lifting assembly (the actuator should connect to the center of the assembly).
Pull down on this assembly where the actuator pushrod connects and the assembly will fold (downward) the headlight will come down.
I agree, as a note of interest my mechanic has rigged up a single motor that controls the headlights, does not use vacuum at all, it is amazing how fast these things work. When mine start giving me problems I will have him hook that setup for me.

It has an excellent write-up on checking the mechanical parts as well as very good graphics depicting hose routing, function and whatnot. If you have an assembly manual for '69 that will also show the correct hose routing.
