Are you talking about the smaller pieces like the kick panels or speaker covers? Or the whole floor area? If it's the small pieces, try a blow drier on them or, depending where you live, 15 minutes in the hot sun should do it. I don't usually glue the floor area down.

Thanks Greg, I live in Pennsylvania and Sunday is going to be a warm day. I'll try leaving them out in the sun. It's the kick panals I'm doing right now and the two pieces are about six years old and left over from the front carpet set I installed then. I'm now carpeting the rear area and that carpet is larger but the base is still firm. I suppose this is a summer only job? Thank you for your help. :)
My 77's floor pans were coated in this stuff, appeared to be paint to me that flaked up in spots. Because I have metal floor pans, I scraped up all the loose pieces and then some and covered with POR-15.
