***Do you mean the secondaries don't open, or the automatic tranny doesn't downshift?***
The secondaries don't open, I have a 4-speed.
Do you have a quadrajet? Is the linkage from the primary to secondary throttle shaft hooked up? The one on on my 69 vette wasn't when I bought it! Look on the drivers side of the carb.
There is a little tab that holds the secondaries closed when the choke is on. It should be free when the choke is open. Look on the passenger side of the secondary throttle shaft. There is a rod to adjust that. Also, see if the air flap over the secondaries opens easily by pressing on it with the motor cold and off. That should be free, but if you have a later carb, there is a tab that keeps that closed, too, that the choke operates. If it moves but with a lot of force, the spring is wound too tight, loosen it some.
All these adjustments are described in a good Motors manual or the instructions that come with a Q-jet rebuild kit. Joe

Re: two problems (74 vert)
The poping sounds like backfire and to me that's the job of vacuum advance. This is complicated by the vacuum canister rating or adjustment after engine mods - cams, compression, etc.. Lars posted an excellent discription in the forums Tech Tips section under C3 with the forum tools.
Your Q-jet secoundary valves/butterflies are actuated by a link off the primaries but air flow is controlled by an air valve on carb top adjusted by a spring. Now I've read books on Q-jets and rebuilt a couple and can say I've given up on them. The learning curve is just too long and I don't have that kind of time. Holley, Carter, or Edlebrock will get the job done and cheaper too.
Yes the no gas until warm-up problem sounds like a choke pull-off. Another lever item controlled by a diaphram unique to the Q-jet. :seeya

You mean vacuum advance off of the distributor? I installed a Mallory Mechanical distributor and don't have a vacuum advance distributor. Maybe that's why I have the pop  I can live with that if it's the case.
I'm thinking about sending the carb to Lars to have it checked out. I don't have alot of experience with carbs.
My car pops when decelerating after installing JCL's and Hookers, how can I adjust this out?
Keep in mind that mufflers are called "mufllers" because they muffle sounds. I suspect that your new exhaust hasn't caused the popping but is instead just allowing you to hear sounds that had previously been "muffled". On an unmuffled engine, popping sounds on deceleration are normal. As others have said, a rich mixture in the exhaust will cause popping under decelleration. Often as not, the extra unburned fuel in the exhaust is due to an ignition problem as it is from a carb problem.
