i think i've discovered my poor WOT performance. the secondary air valve is not snapping shut, nor is it easy to open. to seems to bind when closing at about 25%, and will stick at wide-open too.
i can't see any phyical contact between the vavles and the air horn -there is clearance all the way around them. also, linkage is not the source, because the air horn is removed from carb and it still binds. can the shaft be the problem? bent? debris? how to remove? can it be lubed? i hope the air horn casting is not warped -i've been careful to never overtighten...
loosen the screws on the air valve and see what happens. also back off the return spring adjustment and if this frees it it up the spring has been over tightened and distorted :chevy

Thanks Clem. I tried that. Then I removed the valves and the shaft was still binding in the airhorn. So I removed and inspected. The shaft is very straight, but the bores in the casting do not really line up very well. In fact, the shaft is misaligned by almost 1 mm at the right side. And the bearing area is not very round anymore, so I reamed it out slightly and used a bit of grease. I was also able to back the spring off a bit because the shaft is now rotating more freely. It is not perfect, but better than before and a test run produced no more WOT bogs or stumbles.
To me, this could appear to be a common problem with original Q-jets, yet I have never heard of the shaft binding before. Is there a better fix?
PS-
Is Loctite 242 an acceptable means to secure the air valve screws to the shaft instead of peening-over?
these tops get distorted because someone tightens down on the top to main body screws and the air cleaner bolt too much and causes these problems. loc-tite will work fine just make sure that the parts are clean. :chevy
check to make sure that where the 2 long screws that hold on the top at the rear of the carb have not been tighten down so much that the top is squeezed in around the bolt heads binding up the butterflys. :chevy
