It could also be the high speed relay. Console switch is not heavy enough to carry the current of the motor at high speed so there is a relay mounted in the engine bay. On my 73 its located on the a/c housing. The console switch activates the relay and connects power for the high speed setting. When you find the relay look for the fat wire comming in. That wire should be hot when the key is on. The console switch activates the relay which allows that power from that fatter wire to pass thru the relay to the blower motor. At least this is a basic idea of how it works and might help you diagnos.
