71 was the year they lowered engine compression to work with the upcoming unleaded gas. This means less hp but IMHO improves driveability especially with todays gas. The small block is just a very sweet running engine, one that shouldn't cause you any problems if maintained.
I wouldn't limit my search to just orange though....there are a lot of nice choices....and as others have said buy the the best car you can afford.
