You should be able to solder both metals together. I would be worried about the temperature the joint is exposed to in service. If it is near the Cat, standard solder would probably melt. You could try silver solder (plumbers or welding supply shop) It has a higher melting point.
Or even brazing it.

Yes, steel can be soldered to cooper if both pieces are cleaned well. Clean with fine sandpaper and then wipe the parts with MEK or acetone. Cat's get pretty hot and solder has a low melting point so I am not sure that is a good idea. You could also have a dissimilar metal corrosion problem between the cooper and steel. Can you find a steel sleeve in place of the cooper? I have seen a section of hose used to join the air tube and cat but that was on a truck that had more height for air circulation. You could also use a heat shield to protect the joint from radiant heat. :cheers:
I agree with RHD '68 L89. Silver solder works great and doesn't melt till about 1100 or 1200F. Both copper and steel tubing take silver very well.
Any one working with air conditioning could do the job quickly for you.
