There are tools to do this. It consist of an adjustable inline valve and a pressure guage. You close the valve and watch the guage for pressure.
But, any experienced person can just listen for the loading while turning the wheel and tell if it is good.

So does the pump only pressurize the valve when the wheel is turned?

Maximum pressure for a C3 Corvette is set at 1100 psi. It is controlled by the flow control valve inside the pump. Pump flow should be around 2.9 gallons per minute with the pump spinning at 1200 rpm or faster.
