GM Fastener Specification Database?

Yes, there is a GM source called the Standard Parts Catalog. It lists the exactly the information that you listed, plus some additional information on certain fasteners such as finish.
The problem is that these manuals are very hard to come by (and very expensive if you do)... Add to that they are not all inclusive so you'll need about ten years worth of manuals prior to the model year of your car to make sure that all of the fasteners that you are interested in are covered.

I have a few copies and they are not "all inclusive".
If you take a fastener number out of an assembly manual, it may not be listed in the Standard Parts Catalog. As time passed, GM replaced the old numbers with new ones... they have a computerized list of superceded numbers, which in itself has gaping holes.
Fasteners are a tough nut to crack if you're tryting to keep the car mildly original, or even if you just want to replace "bubba" fasteners with the correct type.
During a production run, any fastener was a target for substitution as well.
I have spent countless hours trying to track down the correct fasteners for various years.
My frequent visits to the Chevy Dealer is what prompted them to give me my own set of GM books. The "catch" was that anything I looked up myself and ordered was not returnable for any reason. I have "boxes of 100" of many GM fasteners that I only needed a few of.
