Default Steering Column Problems with 82

I picked up a 82 that the former Owner has Monkied up from one end to the other. He must have worked on the steering column as when I hit the blinker the horn would blow. It appears that there are some broken, missing and wrong parts in it.
I have taken it apart to the Blinker switch, the bracket that holds the switch arm in place has screw with a big head on it that sits on top of the bracket and was rubbing the metal contact on the turn canceling thing. Should the screw head fit into the bracket?
Were to get a good diagram and were to get parts.

The screw that is called out to hold the arm in place is GM #11502634. Unfortunately, I cannot find it at GMPartsDirect. The screw is metric and is called out as Round Washer Head Screw (M4.2 X 1.41). The head of the bolt should not be rubbing on the horn contact (carrier).

I will scan the end view of the engineering drawing and send it to you. It might be of some help. The head size for the 11502634 screw looks to be about the same size as the screw head on the screw that holds the lock cylinder in place. Maybe you can find a M4.3 X 1.41 thread screw. Hopefully, Bubba didn't just force any old screw into the turn signal switch to hold the cross over arm in place.
