I have seen a similar thing on a tv infomercial called the tornado. One of the guys from "Two Guys Garage" is on there endorsing it. Seems like a gimmik to me.
They're nothing more than a throttle body spacer with some screw-type ridges to induce a 'swirl' or 'vortex' of the air/gas mixture.......the increased atomization of molecules helps the mixture burn quicker = more HP.
BTW - this does NOT work on the Corvette Z06.....in fact, I've seen the dynos and they "drop" 1 HP with this plate.

I have a similar performance mod that I'm going to start selling: It's a plug with a small 3/8" hole in it that you shove into your tailpipes. The restriction puts a bunch of pressure in your exhaust pipes, and forces the exhaust gas out the little hole REALLY fast under HIGH pressure. This makes your tailpipes work just like a pair of JET ENGINES, producing thrust like a ROCKET. For maximum effectiveness, it's important that your tailipes point straight back: pointing the taipipes downwards will cause the back of the car to be lifted off the ground under acceleration. Price is only $59.95 for two "Jet Plugs." Specify tailpipe diameter when ordering.

Somebody post this on a ricer forum. I wonder how long it will take to see Civics with 4" exhaust tips and "Lars' Jet Plugs!" Imagine the sweet sound!

If you install my Jet Plugs in the sidepipes, you can angle your tips downwards at a 45-degree angle. This will make your Vette perform exactly like a Harrier vertical take off jet. Just make sure you have the exhaust tips right at your center of gravity, and don't release the gas pedal when you're more than 10 feet off the ground (the Jet Plugs come with this warning attached).
