How can you tell if your secondaries are opening on your carb (stock on a 81, q-jet). Should you be able to see them move when you have your air cleaner off? Thank you!

secondaries wont open in neutral. You could put some clay under the arm that is supposed to open the secondaries. Run the car, then check the clay to see if it left an indent. If it did, then they are opening.
you should be able to hear them. Also, on my Qjet, there is a lockout that won't let them open until the motor is up to operating temp.
Once mine is warned up, I can get them to open a little if I flick the throttle up around 4000 rpm in neutral.

The Q-Jet secondaries are mechanical. As long as the choke lockout lever is not engaged (You can visually see if the lockout lever is pulled away from the secondary lockout tang when the choke is hot and open) the secondaries will open - there is nothing to keep them from opening. You cannot "wing" the throttle in neutral to see the airvalve open.
