Default figuring horsepower??

Without putting the car on a dyno, can you compute the horsepower based on the modifications? I have a 1980-L-82 (230 horse stock) that was rebuilt. It was bored .30 over, the heads were planed (which they told me would take the compression from 9:1 stock to closer to 10:1), a "non-smog" L82 cam, stock quadrajet, K&N air filter, and free flowing cat and mufflers.
Should I be seeing 250+horses?

I think you would be a little hard pressed to gain 250hp+ by gaining 5ci, mufflers, cats and a bump in compression considering no other changes. My best guess would be 100hp, depending on the previous setup 's tune. Your stock manifolds are most likely cost you some power. If a recall the L82 cam is the 350hp cam used in '68-'69, and this was GROSS hp figures not NET, like the L82 is rated at.

This afterall is a guess.

Actually I meant a total horsepower of 250, not a gain of 250. So you're thinking I might be at 350 total horsepower? I don't really know how it works...

Oh, I must have misread. :D Yes, I think you'll be at 230hp with those mods if not a little better. I think a total gain in power will be around 50hp give or take. :)
