The problem here is that if the RPM signal is dead a code would be tripped but it would be code 12 which is, becasue of system design, always tripped if the ignitionis turned on with the engine not running (no RPM signal also)

Sometimes an EGR valve will stick open and cause the exact thing. That's easy enough to check, pull it off & see if there is an excessive carbon buildup
