No, the speedo shouldnt have any fluid in it. There are several things that can mess up the speedo though. The most common problem with them is the cable. After time, the grease in the cable dries up and the cable operation is very jerky. Taking the center out of the cable housing and greasing it all up again and sliding it back in can work wonders for a jumping speedo. Another problem with speedos are the gears inside of them. Mine has a problem where a gear is badly worn and occasionally will jump and show a speed almost twice of what it should be showing, during this time I can hear gear noises coming from the speedo. Usually slowing down to low speeds will correct the problem for a while.
